The next outsourcing super hub

In my last LinkedIn post, I explored whether the rise of AI signals the decline of human driven CX and how it will impact the offshore BPO industry. Among the many follow up questions I received, one stood out, not for its technological depth, but for its geo demographic significance.

“If human based services are here to stay, which region is poised to become the future hub for talent based offshoring?”

The answer is far from simple. Our industry is dynamic and constantly evolving. India, the Philippines, Colombia, and Eastern Europe have all carved out their niches, offering unique value propositions. But if I were a betting man, my chips would be firmly placed on one region, Africa.

This belief isn't based on speculation. It's rooted in my professional and personal journey.

“I spent much of my youth in Africa. My father, a larger than life businessman and adventurer, took us across the continent. Growing up in Angola, Ethiopia, and Egypt during the 1980s and 1990s shaped my resilience, adaptability, and cultural awareness, and instilled a deep connection to this incredible continent.”

Despite my best efforts as a rebellious youngster to avoid following in my father's footsteps, I ultimately became an expat entrepreneur myself. For over 25 years I have built, scaled and managed BPO and offshore delivery structures worldwide, including 15 years in Africa.

The offshoring hub, by era
Where the industry's centre of gravity has sat, and where it is moving
  1. 1990s
    India
English speaking scale and the IT-BPO model that defined the category.
  2. 2000s
    The Philippines
Voice and accent neutral CX pull the volume across Asia.
  3. 2010s
    Eastern Europe and LATAM
Nearshore multilingual delivery for Europe and the Americas.
  4. Now
    Africa
1.3 billion people, 70 percent under 30, and multilingual depth across the continent.

The Global Quest for the Next Major Offshoring Hub

The global outsourcing and offshoring industry has come a long way. What started as a cost saving strategy has evolved into a critical business differentiator, helping organisations expand, innovate, and remain competitive.

As an industry, we are always seeking the next "hot" outsourcing market, specifically, locations that offer competitive costs (primarily labour arbitrage), access to a scalable talent pool, strong digital and telecom infrastructure, and a business climate that supports BPO growth.

When I moved to the BPO provider side, the offshore boom was already in full swing and I followed the promise of a better location to Argentina, Brazil, India, the Philippines, and later Morocco, Tunisia, South Africa, and Egypt.

Why the World Is Searching for the Next BPO Hub

01

The Rising Cost of Traditional BPO Destinations

Eastern Europe has become prohibitively expensive. India and the Philippines still lead, but rising wages and market saturation make them less competitive than before. The Philippines now dominates voice based CX, while India has pivoted to IT services and automation. Companies are seeking new regions that offer lower labour costs while maintaining quality.

02

The Hunt for Multilingual, Digital, AI Enhanced Talent

Businesses are shifting from basic call centre services to advanced digital, AI driven, and multilingual solutions. The next outsourcing hub must provide a digitally skilled, multilingual workforce capable of handling complex services beyond voice based CX.

03

Geopolitical & Economic Shifts and Impact Sourcing

COVID 19 and global supply chain disruptions have pushed companies to diversify their outsourcing locations and seriously invest in work from home models. Countries with political stability, strong infrastructure, and government backed incentives are attracting more investment.

Where Africa Fits Into This New Dynamic

As companies rethink their global outsourcing strategies, Africa is emerging as a serious alternative.

Case 01

Demographics: A Young and Skilled Talent Pool

  • Over 1.3 billion people, Africa is the world's second largest continent by population.
  • 70% under 30, set to host the world's largest workforce by 2050.
  • 796 million working age Africans projected out of 2.5 billion globally.
  • 10 to 12M youth enter the workforce annually, only 3M formal jobs are created.
Case 02

Multilingual Workforce

  • English: ~6.5M native, ~700M non native speakers across Nigeria, Ethiopia, South Africa, Tanzania, Kenya.
  • French: 140M+ speakers, DR Congo is the world's most populous francophone country (~105M).
  • Portuguese: official in six African countries, incl. Angola and Mozambique.
  • Egypt and South Africa serve as multilingual hubs, 14+ languages delivered out of Egypt alone.
Case 03

Technological Advancement

  • Fast growing fibre optic networks and affordable mobile data across the continent.
  • WEF: unique mobile subscribers to exceed 615M; smartphone adoption on track to surpass 64%.
  • Anchor innovation hubs: Co creation Hub (Nigeria), Silicon Cape (South Africa), iHub & Tatu City (Kenya), Egypt's Smart Village.
Case 04

Proximity to European Countries

  • Africa shares time zones with Europe, removing coordination friction.
  • South Africa is just 2 hours ahead of the UK.
  • Senegal sits in the same time zone as France, enabling same day collaboration.
Case 05

The Opportunity for Impact Sourcing

  • Hire from disadvantaged communities while still accessing high quality, trained talent.
  • Aligns with corporate CSR goals while boosting local economies, a rare combination of commercial and societal upside.
Case 06

Cost Savings: A Competitive Advantage

  • Labour costs 30 to 50% lower than in Eastern Europe.
  • Up to 70% cheaper than the US and Western Europe.
  • Tax breaks, free economic zones and grants make setup materially more cost effective.

Challenges of Offshoring to Africa

Challenge 01

Infrastructure and InfoSec Gaps

A

Internet reliability and power supply: urban areas in South Africa, Kenya, and Nigeria have relatively stable connectivity, but rural regions and some urban centres still face issues.

B

InfoSec risks: some countries lack strong cybersecurity frameworks. Meeting international standards (e.g. GDPR) can be challenging where local regulations are not yet aligned.

Challenge 02

Bureaucracy & Business Regulations

A

Complex labour laws and tax structures, minimum wage rules, employee benefits, and termination policies can be daunting for foreign businesses.

B

Lengthy registration, licensing, and compliance processes can slow operations. Inconsistent policies and regulatory hurdles remain real.

Challenge 03

Culture, Perception & Branding

A

Global stigma, Africa is often perceived as a low cost outsourcing destination rather than a hub for high quality services.

B

Cultural misalignment, preconceived notions can erode trust. Communication gaps from cultural differences can affect customer satisfaction.

Challenge 04

Political & Economic Instability

A

Political risks, some countries face instability, corruption, or governance issues, creating uncertainty for businesses.

B

Currency fluctuations, volatile local currencies can impact cost effectiveness, especially where contracts are settled locally.

C

Economic inequality, disparities in wealth distribution can drive social unrest, which may indirectly affect operations and reputation.

The Time for Africa Is Now

Despite the challenges, the opportunities and advantages far outweigh the obstacles. As traditional outsourcing destinations face saturation and rising costs, Africa is the natural next step for global BPO expansion.

The key to success lies in having the right local business partner, someone who understands the landscape, navigates regulatory and cultural complexities, and helps businesses integrate easily into Africa's outsourcing ecosystem.
